Abstract

This study aimed to analyze one of the most important methodological approaches in public administration research, which is the comparative approach, and its pivotal role as a vital methodological tool for advancing the field of public administration. The study explores the extent of reliance on this approach through the stages that comparative public administration has gone through, leading to the contemporary New Public Administration School. This school emerged through the reflections of New Public Management (NPM) ideas on institutional reform and development programs in the public sector, coinciding with the rise of bureaucracy, in the context of global trends in government innovation and its role in achieving the goals and visions of sustainable development 2030. The study also applies the ideas of this school to Japan as a model for its applications, employing the descriptive-analytical comparative method that helps present information in a specific historical sequence.
The study began with a major question: How does the comparative approach to public administration respond to the challenges posed by modern contemporary developments? These developments had resulted from both the impact of different environments on government practices and the intertwined relationships between parts and activities of the government along with their interactions with the environmental conditions in which they operate. This major research question has led to sub-questions about the nature of the technological, economic, political, and social challenges that resulted in the emergence of the modern public administration school, the nature of the challenges faced by this school, and the extent to which Japan’s administrative system has adopted the New Public Management school and the success of its applications
